The General Directorate of Archives (DPA) recalls that on December 19, 1918, the Congress of Tirana took place.

The Congress was convened following efforts to arrange a nationwide gathering, aiming to solidify the newly established Albanian state. These events ultimately culminated in the organization of the Congress of Lushnja, which took place from January 28 to 31, 1920.

In the organization of the Congress of Tirana, former sub-prefect Rauf Fico played a crucial role. During a meeting convened in the office of Rauf Fico on December 7, 1918, attended by Sotir Peçi, Abdyl Ypi, Ismail Ndroqi, Mytesim Kelliçi, Sinan Hoxha, Myslim Beshiri, and Rauf Fico, the decision was made to summon representatives from the districts of Elbasan, Peqin, Kavajë, Durrës, Mat, and Dibër to deliberate on the unification of these regions.

The DPA also publishes the invitation intended to be dispatched to the delegates who were to be invited to the Congress, along with the response from the Divjaka delegates.
