The second edition of the Song Festival took place at the Higher Institute of Arts on December 22, 23, 24 and 25, 1963. Already the echo and value of this festival had taken its course. Unlike ’62, this year the participation was in 30 competing songs, performed twice by different singers. Vaçe Zela was again awarded for the song “The boy and the rain”, composed by Agim Krajka, lyrics by Haxhi Rama. A special feature of this edition was the participation of the singer Tonin Tërshana, who was criticized and even condemned for “schematism, artificial rhythms, imitation and deviation from the realistic concept”. This festival was presented by Vera Zheji and Skifter Këlliçi.
