The 4th Radio Song Festival was held in 1965 under the artistic direction of Nikolla Zoraqi. 20 songs competed in this Festival. Director: Luigj Gurakuqi; Scenographer: Shaban Hysa; Conductor: Ferdinand Deda; Radio Tirana Orchestra; Presenters: Drita Bardhi and Bujar Kapexhiu.

About 51 composers submitted their creations to the IV Radio Song Festival. The jury found it appropriate to include only 20 of them. This edition was held on December 24, 25, 26, 1965. This year’s triumphant song was “Oh Sea, I love you”, sung by Tonin Tërshana, composed by Tonin Harapi. In general, the songs of this festival were beautiful, popular, youthful songs, with little politicization. For the first time in this festival Maestro Ferdinand Deda appeared on stage, the conductor of song festivals for three decades, being at the same time a composer, but also winner of several awards. The song “Waltz of Happiness” sung by Vaçe Zela, composed by Avni Mula, was awarded the third prize in this festival.
