E-Albania portal, showcasing the digital transformation within Albanian government services introduced in Slovenia

The Ministerial conference titled “Digital Transformation in the Western Balkans Region,” held in Bled, Slovenia, convened experts and government service representatives from the region. The event served as a platform for sharing insights, accomplishments, and hurdles encountered in the realm of digital transformation within their respective countries.
During this ministerial gathering, Nevila Repishti, the Director of the government portal e-Albania, shared Albania’s journey in this transformative process.
A significant segment of the discussions, labeled “Mapping Digital Performance in the Western Balkan Region,” delved into the accomplishments and obstacles faced by Western Balkan nations using the DESI (Digital Economy and Society Index) methodology. The session was dedicated to exchanging successful practices among the participating countries.
In her speech, Repishti emphasized the prominence of e-Government, managed by the National Agency of Information Society, which has transformed into a tangible reality in Albania. She highlighted various accomplishments, such as the availability of 95% of public services online, encompassing 27 million documents affixed with electronic stamps and signatures. Repishti explained the convenience provided to 2.8 million citizens and businesses, enabling them to access these services effortlessly while simultaneously saving them both time and money. She also mentioned the establishment of the Public Keys infrastructure, which serves as the provider of electronic signatures for citizens, business representatives, and public administration employees, among others.
The introduction of the Revolution digital platform for public services in Albania resulted in more than just technological transformations. It also influenced the way both the public and the administration perceive this mode of communication, which I seem to be essential. These changes are indicative of the positive outcomes highlighted by the Digital Economy and Society Index (DESI). This is particularly evident in the realm of digital public services, where the various components of the DESI index converged to drive the progress made in this domain.
Moreover, the director of e-Albania discussed the upcoming initiatives that Albania is undertaking to formulate a comprehensive strategy for artificial intelligence (AI). This includes establishing ethical principles for its application within public administration. Additionally, plans involve the implementation of e-Albania 2.0, aimed at enhancing digital services and providing a swifter and more tailored experience for users.
A significant project in this realm involves the integration of a virtual assistant equipped with the GPT chat module, utilizing voice communication. This development is poised to transform websites and businesses, enabling distinct electronic interactions. Through real-time communication, this virtual operator, powered by the Chat-GPT module, will be available to offer prompt and essential responses during interactions.
