Alex Luarasi is a prominent professor and researcher. He was born in the village of Luaras in Kolonja on March 22, 1941. He completed his pre-university education in Korça, higher studies at the Faculty of Law of UT (1963).

From 1972 – 2002 he worked for 30 years at the Faculty of Law of UT as a lecturer of Philosophy of Law and History of State and Law in Albania. During this period he was in charge of the department and Deputy Dean of the Faculty of Law.

He is the author of the monographs “Albanian state and law in the era of Skanderbeg” (1998); “Studies on Albanian customary law – Family relations” (2001); author of university textbooks “Legal acts on the history of the state and law in Albania (2014),“ History of the state and law in Albania ”(2018), as well as a series of articles and papers.
Has was a member of the Venice Commission at the Council of Europe (1992 – 1998). He is the founder of Luarasi University Press (1998) and Luarasi University (2003).

In 2018 he was awarded the title “Grand Master” by the President of the Republic, with the motivation “Pioneer of Education”, for his contribution to the formation and consolidation of the modern university system in our country.
