Meetings in Kosova-Serbia Dialogue to Take Place Today

EU-facilitated Kosova-Serbia dialogue will continue today in Brussels with key meetings between both parties.

As confirmed earlier by the European Union, these talks will be held at the level of chief negotiators.

Initial bilateral meetings are scheduled to take place between Miroslav Lajcak, the EU Special Representative for Dialogue, and the head of the Kosova delegation, Besnik Bislimi, followed by a meeting with Petar Petkovic, head of the Serbian delegation.

If both sides are willing, a trilateral meeting may take place later in the day.

EU sources have indicated that a range of issues will be discussed, including the implementation of the Agreement on the Path to Normalization of Relations.

The last such meeting was held on October 23 in Brussels. Since then, no further discussions have taken place.

Diplomatic sources from the EU have reported that Lajcak has briefed EU member states on the current state of the dialogue, noting that both parties have shown a lack of readiness and willingness to make progress on implementing the normalization agreement.

Meanwhile, the EU High Representative for Foreign Affairs and Security Policy, Kaja Kallas, has expressed her readiness to engage actively in the process.

Miroslav Lajcak’s mandate as the EU Special Representative for Dialogue, which has been extended several times, will conclude at the end of January next year. Kaja Kallas, in cooperation with EU member states, is expected to make decisions regarding the future of the dialogue, including the appointment of a possible successor.

European Union is also set to reiterate its call for both Kosova and Serbia to “implement the Agreement on the Path to Normalization of Relations and its annex for implementation without delay and preconditions,” as well as fulfill all other obligations arising from the dialogue process.

For Kosovo, the EU will once again urge the immediate start of the process to establish the Association of Serb-majority Municipalities, while Serbia will be called on to begin the process of recognizing Kosovo’s documents and symbols.

Both Kosova and Serbia will be reminded that progress in normalizing relations remains a key condition for their EU integration paths. These calls are expected to be included in the EU General Affairs Council’s conclusions on enlargement, to be adopted on Tuesday.
