Stalemate in Dialogue: Serbia Accused of Denying the Brussels Agreement

The government of Kosovo has accused Serbia of rejecting the Brussels Agreement and the Ohrid Annex, both of which were signed in 2023 to normalize relations between the two countries.

Kosovo’s executive argues that Serbia continues to adopt an aggressive approach toward Kosovo, citing the recent passage of two laws by Serbia that undermine Kosovo’s sovereignty. These actions, alongside the elections in Kosovo, the ongoing EU structural transitions, and the new U.S. administration, indicate that little to no progress will be made in the dialogue in the coming months, according to analysts and political figures in Kosovo.

Earlier in November, Serbia passed laws concerning judicial jurisdiction in Kosovo and declared Kosovo a “zone of special social protection.” These measures were criticized by both the United States and the European Union, which stated that they violate Serbia’s commitments under the dialogue process to normalize relations with Kosovo.

Jeton Zulfaj, political advisor to Prime Minister Albin Kurti, told KosovaPress that Serbia’s actions, which breach the agreement, should be strongly condemned by the EU.

On the other hand, Vlora Çitaku, Secretary of the Democratic Party of Kosovo, remarked that Serbia has consistently adopted a destructive approach in the dialogue. However, she stressed that Kosovo’s institutions must seek and push for the conclusion of this dialogue with a final agreement, which should include mutual recognition.

Despite this, Çitaku noted that the elections in Kosovo and the shifting international landscape suggest that the deadlock in the dialogue is likely to persist.

While Kosovo and Serbia reached an agreement to normalize relations in February of the previous year, and an annex for its implementation was agreed upon in March, the agreement has yet to be fully implemented.
