Hovenier: The US is ready to advise Kosova on the Association’s statute

The US ambassador to Kosova, Jeffrey Hovenier said last Wednesday that the United States is ready to advise Kosova in the drafting of the statute for the Association of Serb-majority municipalities.
However, he has mentioned that in the end, this matter would depend on the European Union, as mediator of the dialogue between Kosova and Serbia.
In a conversation with reporters at the embassy, Hovenier said that the US will welcome every proposal from Kosova on this matter, which will be “credible and reasonable”.
“At the end of the day, this matter will be up to the dialogue mediated by the EU. However, if Kosova wants to consult with us, or others, on how to move something forward in a better way, we are ready to advise it”.
That was the first reaction of Ambassador Hovenier on this matter, after the statement of the president of Kosova, Vjosa Osmani days before that Kosova should prepare the draft statute for the Association of municipalities with a Serbian majority together with the United States.
Kosova and Serbia have reached agreement on the Association in 2013 and then in 2015 on the principles for its establishment.
In 2015, the Constitutional Court of Kosovo found that the agreement is not in full harmony with the Constitution.
US diplomats have repeated several times that the Association should be fully in line with the Constitution of Kosova.
