Miroslav Lajcak this week in Kosovo and Serbia

The special representative of the European Union for dialogue, Miroslav Lajcak, will stay on May 11 in Pristina, while a day later he will visit Belgrade.

Lajcak’s visit aims to prepare the next steps within the dialogue between Kosovo and Serbia, which is mediated by the EU, confirmed the spokesperson of this institution, Peter Stano.

“EU Special Representative Lajcak regularly travels to the region and often visits Pristina and Belgrade, especially after high-level meetings in Brussels, to continue progress on what has been achieved or agreed upon in Brussels and to prepare the next steps”, said Stano.

“In this context, I can confirm that he will be on Thursday in Pristina and on Friday in Belgrade”, he added.

In the meetings in Pristina and Belgrade, Lajcak is expected to meet with the chief negotiators of the two states in dialogue, namely with Besnik Bislim and Petar Petkovic.

On May 2, the last round of high-level dialogue was held in Brussels between the Prime Minister of Kosova, Albin Kurti, and the President of Serbia, Aleksandar Vucic.

In this meeting, the parties reached an agreement on the Declaration of the missing from the last war in Kosovo, but also presented the draft statute for the establishment of the Association of municipalities with a Serbian majority, which was drafted by a management team, consisting of four members of the Serbian community.

This draft statute was not accepted by the Government of Kosova and a day later, the members of the Management Team were dismissed by the Kosovo authorities.

Serbia demands that the Association be established, while Prime Minister Kurti’s Government has expressed its opposition to a mono-ethnic association.

Earlier this year, Kosova and Serbia reached the Ohrid Agreement, which, among other things, foresees the implementation of all the agreements reached in the dialogue, since the process started in 2011. It also includes the two agreements for the Association.

In 2013 and 2015, the parties reached an agreement on the Association. But, in 2015, the Constitutional Court of Kosova found that the Agreement on the principles for the establishment of the Association was not in full harmony with the highest legal act of the state, adding that the agreement can be harmonized with the laws in force.

The dialogue between Kosova and Serbia aims at the complete normalization of relations. Kosova demands that the process be concluded with an agreement that would include mutual recognition, while Serbia has expressed that it wants a compromise solution – without indicating what kind of compromise it is.
