Konjufca: US State Department guaranteed that there will be no Association that violates Kosova sovereignty

The US Department of State has guaranteed that no Association of municipalities with a Serbian majority or any other mechanism that violates the sovereignty, independence, territorial integrity and constitutional order of the Republic of Kosova can be formed. This is what the Speaker of the Assembly of Kosova, Glauk Konjufca, declared after the meeting he had with the US special envoy for the Western Balkans, Gabriel Escobar, during his official visit to the United States.

Konjufca informs that during the meeting with Escobar, they discussed the current political developments in the country and in the region, the dialogue process and the agreement reached in Ohrid, as well as the next steps for the full normalization of relations between Kosova and Serbia.

On February 27 in Brussels, Kosova and Serbia agreed on the Agreement towards the normalization of relations between the two states, otherwise known as the European proposal. While on March 18, the parties agreed in Ohrid on the annex to the implementation of this agreement.

The European Union and the United States have said that despite the fact that this agreement was not signed by the parties, they consider it binding. The implementation of this agreement is related to the progress of both countries towards European integration.

The agreement with 11 articles does not oblige Serbia to recognize Kosova, but requires both countries to accept each other’s documents and symbols, including: passports, diplomas and license plates.

It also asks the parties to implement all the agreements reached so far in the dialogue for the normalization of relations, including the one for the formation of the Association of municipalities with a Serbian majority in Kosova, which the Government in Prishtina has rejected until now, on the grounds that it could endanger state functionality.

The Constitutional Court of Kosova found in December 2015 that the general principles of the Association, agreed that same year between Kosova and Serbia, are not entirely in accordance with the spirit of the Constitution of Kosova. However, this court has said that this association can be formed if its principles are in harmony with the Constitution of Kosova.
