Ohrid Agreement/ Borrell: Implementation will be included in the negotiations for integration for Serbia and the Commission for Normalization in Kosovo

Although Kosovo and Serbia did not sign any legal agreement, they agreed to implement the annex of the EU proposal, where the parties commit to the normalization of relations between them.
To enable the implementation of this annex, the high representative of the EU for foreign policy, Josep Borrell said that for Serbia it will be implemented in chapter 35 in the negotiations for EU membership, while for Kosovo it will be part of the Commission for Normalization .
“We had long discussions and in the end an agreement which will be considered as an integral part of the European journey for both parties. It will become part of the chapter 35 of the membership negotiations with the EU for Serbia and part of the documents and requests for normalization for Kosovo. We will now closely monitor the implementation. Both parties have expressed that they want to implement it and let’s see how they will do it,” said Borrell
Borrell made these statements before the start of the meeting of the Council of Foreign Ministers of the EU, where he will report on the meeting in Ohrid between the Prime Minister of Kosovo, Albin Kurti and the President of Serbia, Aleksandër Vucic.
The agreement towards the normalization of relations, which has 11 articles, does not specifically mention mutual recognition.
In the agreement reached between Kosovo and Serbia in Ohrid, North Macedonia, the parties agreed to implement the agreements reached between them, as well as for Kosovo to start preparations to ensure a real level of self-management of the Serbian community, an article that is seen as reference to the Association of Serbian Majority Municipalities.
