American and European envoys said after visits to Prishtina and Belgrade that they expect intensified efforts to secure a normalization agreement between Kosovo and Serbia, the unresolved situation between which is seen as a source of instability in the Balkans at a sensitive time in Europe  due to Russian aggression in Ukraine.

They said a European proposal that became known as the Franco-German initiative to normalize relations between the two sides is the best way to a lasting peace.
