Kaja Kallas Welcomes Peter Sørensen as EU Special Envoy for Kosovo-Serbia Dialogue

The European Union’s High Representative for Foreign Affairs, Kaja Kallas, has welcomed the appointment of Peter Sørensen as the EU’s Special Envoy for the Kosovo-Serbia dialogue.
“We have important work ahead,” Kallas wrote on X.
She emphasized that the full normalization of relations remains the only path for both Kosovo and Serbia to achieve EU membership.
Kallas also expressed gratitude to Miroslav Lajčák, who has served as the EU’s Special Envoy for the dialogue until now. Under Lajčák’s leadership, Kosovo and Serbia reached the Brussels Basic Agreement and the Ohrid Annex in 2023; however, these agreements have yet to be implemented.
Kosovo and Serbia have been engaged in dialogue for the normalization of relations since 2011. In Kosovo, there are expectations that the Danish diplomat Peter Sørensen will bring a fresh and more balanced approach to the process.
Nevertheless, analysts argue that the EU must redesign the dialogue framework as a whole rather than merely changing the envoys facilitating the process.
