Kaja Kallas to Visit Kosovo and Serbia in May

EU foreign policy chief Kaja Kallas announced plans to visit Kosovo and Serbia next month. After the Foreign Affairs Council meeting on April 14 in Luxembourg, she confirmed the trip will happen “later in May.”
“On Serbia and Kosovo, it’s clear their relationship must normalize,” Kallas said during a press conference. “That’s why the dialogue between Belgrade and Pristina must continue.”
Kosovo applied for EU membership in December 2022. Brussels has not reviewed the application yet. Kosovo remains the only country in the Western Balkans without official candidate status.
Since tensions flared in northern Kosovo in late 2023, no high-level political dialogue has taken place. Only technical talks between lead negotiators have continued in Brussels.
Recently, Kallas said the EU wants progress toward normalization, whether through the Dialogue or another path.
“Maybe it’s the Dialogue. Maybe it’s another tool. I’m ready to explore that with our Special Representative, Peter Sorensen, in the coming days,” she said.
At the same press conference on April 14, Kallas also addressed EU enlargement and the future of the Western Balkans in the Union.
Of the six Western Balkan countries—Albania, Serbia, North Macedonia, Bosnia and Herzegovina, Montenegro, and Kosovo—Kosovo lags furthest behind on its EU path, with its application still pending.
“If you look at the map, the Western Balkans are in Europe. They should be in the EU too,” Kallas said. “That’s why the enlargement process matters. We must move it forward.”
She highlighted Albania and Montenegro as positive examples. “They’re making real progress. I hope they become success stories.”
