Constitutional Session Held Today: What to Expect in the Assembly of Kosova

The Assembly of the Republic of Kosova will hold its constitutional session today, more than two months after the parliamentary elections were held.

The session is set to begin at 10:00 AM, marking the first step in establishing the new legislature following the parliamentary elections on February 9.

The Assembly has already published the agenda for the session.

The constitutional session was convened by the President of Kosova, Vjosa Osmani, on April 1.

According to the Assembly’s Rules of Procedure, the oldest member of the Assembly, assisted by the youngest member, presides over the session until the Speaker of the Assembly is elected.

In this case, the session will be chaired by the oldest member, Avni Dehari from the Self-Determination Movement (Vetëvendosje), and the youngest member, Sala Jashari from the Democratic Party of Kosova (PDK).

There will be no debate during the constitutional session. The agenda will begin with the appointment of one deputy from each political party represented in the Assembly to the Temporary Committee for Verifying the Quorum and Mandates.

Once the deputies’ mandates and the quorum for the session are verified, the deputies will take their solemn oath.

The Assembly will then proceed with the election of the Speaker of the Assembly, a position that will be held by the Self-Determination Movement, as the party with the most deputies.

At least 61 votes are required to elect the Speaker.

The election of the Speaker and Vice-Speakers of the Assembly will conclude the formation of Kosova’s legislative institution.

The session’s agenda includes: the formation of the Temporary Committee for verifying the quorum and mandates of the deputies, the oath-taking of the deputies, the election of the Speaker of the Assembly, and the election of the Vice-Speakers of the Assembly.

Additionally, in the last meeting, the Speaker of the Assembly and representatives of the political parties agreed that, in line with the Rules of Procedure and past practices, the party with the highest number of deputies, the Self-Determination Movement, will sit in the middle seats of the plenary hall.

On the right side of the hall, from the perspective of the session chair, the second-largest party, the Democratic Party of Kosova, will sit, while the Democratic League of Kosova will sit on the left side.

The remaining seats will be occupied by deputies from the Alliance for the Future of Kosova, deputies from the Serbian community, and other non-Serb communities.

As of yesterday, the newly elected deputies were registered at different times throughout the day.
