Kosova: Constitutive Session of the Assembly Continues Today

Assembly of Kosova is set to continue its constitutive session today at 12:00.

This follows a letter from President Vjosa Osmani to Avni Dehari, who chairs the Assembly session, after the failure of the first attempt to convene. In her letter, Osmani reminded Dehari of the constitutional obligation for MPs to gather, KosovaPress reports.

“The Constitution requires you to enable, not to block, this process. You must convene within 48 hours,” the letter stated.

Osmani stressed that the Constitutional Court’s case law now carries binding authority and that all parties have a responsibility to help establish institutions that reflect the will of the people.

On Tuesday, the session to constitute the ninth legislature was suspended. Chair Avni Dehari halted the proceedings after the Assembly failed to adopt the report on confirming MP mandates. The vote count stood at 52 in favor, 46 against, and 11 abstentions.

The Democratic Party of Kosova (PDK), the Democratic League of Kosova (LDK), and the Alliance for the Future of Kosova (AAK) voted against the temporary commission’s report. Meanwhile, MPs from the Vetëvendosja (Self-determination) Movement and Nisma (Initiative) voted in favor.

Following the constitution of the Assembly, the mandate to form the government is granted to the winning party, Vetëvendosja (Self-determination) Movement. According to the Constitution, the designated prime minister has 15 days from the date of nomination to secure the necessary votes, with a minimum of 61 required to confirm the new government.

If that effort fails, the mandate passes to the second-largest party, the PDK.
