Kamberi: The Issue of Albanians in the Presheva Valley Must Be Included in the Kosova–Serbia Dialogue

Albanian MP in Serbian parliament, Shaip Kamberi has submitted a resolution. Said resolution calls on the institution to acknowledge the discriminatory position of Albanians in Presheva, Bujanoc, and Medvegja. The resolution also demands institutional commitment to improve their situation. It refers to international obligations, EU integration criteria, and domestic legislation.
Kamberi said earlier efforts have failed. He therefore proposed that the issue be included in the Kosovo–Serbia dialogue.
“Adopting this resolution would show political will to address long-standing challenges. It would also guarantee equality for all citizens, regardless of ethnicity. This is a precondition for democratic development and EU integration,” Kamberi wrote on Facebook.
The MP said the resolution comes after years of ignoring the rights and demands of Albanians in the region. This, he added, has caused serious social and political consequences for the community.
The resolution highlights key issues. Among them: arbitrary address deregistration, non-recognition of Kosova diplomas, lack of fair and proportional representation in state institutions, limited use of the Albanian language and national symbols, and poor economic development.
It calls for implementation of the 2001, 2009, and 2013 agreements. It also seeks an end to arbitrary administrative practices that lead to loss of civil rights. The document demands full enforcement of legal rights in education and language. It insists on fair representation in public institutions and legal action against hate speech. It also proposes state-backed and international development funds for the region.
The resolution requests the creation of a parliamentary body. It should include the OSCE, civil society, and Albanian representatives. This body would investigate all address deregistration cases. According to Kamberi, these practices are altering the ethnic structure of the municipalities.
