Kosova Constitutional Court to Decide Today on Assembly Formation

The Kosova Constitutional Court’s temporary ban on forming the Assembly of Kosova ends today. The court had barred deputies from acting on Parliament formation until August 8.

The court reviews cases from the Democratic Party and Democratic League of Kosova. They seek clarifications on constitutional issues about the ninth legislature’s formation.

President Vjosa Osmani also filed a request but later withdrew it. She said Judge Radomir Llaban, assigned as rapporteur, poses a national security risk.

Earlier, the court ruled Parliament must form within 30 days. Deputies ignored this ruling. The court did not clarify consequences for ignoring it.

Kosova faces a deep political crisis. Since February 9 elections, MPs met 54 times but failed to form new institutions.

The main obstacle is electing Assembly Speaker. The ruling coalition cannot secure votes to elect Albulena Haxhiu. Opposition parties reject her nomination.

After six failed open votes, the ruling party proposed secret voting. Other parties opposed this and accused the session chair of constitutional violations.
