MPs of the ninth legislature failed again to constitute the Assembly of Kosova today.

Vetëvendosje (LVV) nominated Albulena Haxhiu for speaker. Other parties did not support her. Haxhiu received 57 votes in favor, 56 against, and 3 abstentions.

LVV then proposed Donika Gërvalla. MPs also rejected her candidacy with the same vote count: 57 in favor, 56 against, and 3 abstentions.

Chair Avni Dehari ended today’s session and scheduled the next meeting for August 22 at 11:00.

The Constitutional Court ruled that MPs must vote openly for speaker and each candidate can be voted on a maximum of three times.

The presidency emphasized that rapid constitution of the parliament is a state priority amid global and regional challenges. Officials noted timely institution formation is vital for stability, democratic representation, and citizen interests.

Kosova Assembly failed to constitute in 54 attempts before the latest court ruling. The Constitutional Court issued its decision on August 8 and published it in full on August 18.
