Albania Unveils Ambitious Economic Plan for 2025-2029

TIRANA – Albania’s new government program sets bold goals for the next four years. GDP reached over €25 billion, per capita income rose to €10,342, and unemployment fell to 8.8%. Average wages now stand at €830.

The plan aims to raise per capita income to €15,000 by 2029 and grow the economy around 4% annually. Public debt will gradually decrease, and small businesses will keep a 0% tax rate until 2029.

Investments will receive a boost with over €2 billion in loans and guarantees. A standout initiative, the “Mountain Package,” offers 0% tax and VAT for ten years to the first 500 entrepreneurs in mountainous regions.

Other measures include EU-aligned tax and customs laws, smart specialization strategy with €1.18 billion in funding, support for exports to the European Single Market, and reforms to inspections and consumer protection.

The government emphasizes that these reforms build on past achievements, including simplified bureaucracy and integration into the SEPA payments zone, making Albania more attractive for investment and business.
