Kosovo and EU Review Progress on Public Administration Reform

The 13th EU–Kosovo Special Group meeting on Public Administration Reform took place today in Pristina.
Deputy Interior Minister Bardhyl Dobra and EU Commission Deputy Head for Enlargement Julien Crampes co-chaired the meeting.
Discussions focused on Kosovo’s progress toward building a professional civil service and improving services for citizens and businesses.

The European Commission welcomed Kosovo’s progress in digital transformation and e-governance.
It also praised efforts to reduce administrative burdens and improve citizen-oriented services.

Kosovo presented its 2024 Human Resource Management Report, published for the first time in September 2025.
The report shows an increase in the recruitment of women and youth compared to 2023.
It also highlights a higher number of applicants for public sector positions.

Kosovo and the European Commission agreed to strengthen cooperation, including at the technical level, to ensure faster and full implementation of reforms.
The Commission encouraged Kosovo to accelerate public administration and public finance management reforms.
It also called for regular consultations with the public and civil society.

EU representatives underlined the importance of tackling ongoing challenges.
They emphasized the need for a centralized recruitment system, fewer acting management appointments, and final steps in implementing the pay reform.

The Stabilisation and Association Agreement (SAA) remains the main framework for EU–Kosovo dialogue on technical and political reforms.
SAA bodies, including the Council, Committee, and Subcommittees, monitor Kosovo’s progress and contribute to the EU’s annual reports.

Each meeting reviews reform implementation and identifies ways for the EU to assist Kosovo.
The SAA process covers seven key sectors, from justice and education to environment and economy, and two special areas: public administration reform and normalization of Kosovo–Serbia relations.
