President Begaj Urges Coordinated Strategies at Forum on Demographic Changes in Albania and Kosova

Tirana, October 10 – President Bajram Begaj said today that Albania must adopt long-term strategies and carefully coordinated policies to address demographic changes. He spoke to academics from Albania and Kosova, gathered in Tirana to discuss one of the major development challenges: demographic shifts and labor market dynamics.

According to Begaj, current and projected demographic trends affect society’s foundations. They influence security, family life, employment, welfare, and overall development prospects. Therefore, he urged that policymakers implement these strategies promptly and without delay. He added that delaying or making mistakes now could eliminate future opportunities.

He highlighted that the labor market faces serious challenges. On one hand, active workforce numbers are low. On the other hand, youth unemployment remains high. Begaj described this situation as a structural paradox that requires visionary and long-term policies. In addition, he noted strong demand for workers with new skills in technology, information, specialized services, and innovation.

He explained that these structural changes require responsible management. Policymakers must balance development with social cohesion and national unity. At the same time, demographic trends affect the economy and national security. They reduce the state’s economic and tax base. They also lower workforce productivity and burden the pension and healthcare systems. Moreover, rural and border area depopulation harms social cohesion and territorial control. Meanwhile, youth emigration decreases human capital and the country’s protective capacity.

Begaj acknowledged that Albania and Kosovo already implement effective strategies. These include policies to increase birth rates, improve quality of life, support the elderly, and integrate demographic factors into national economic planning. He also emphasized efforts to train the workforce, reintegrate returnees, curb rural abandonment, and use the diaspora to promote investment and sustainable development.

The president stressed that cooperation between Albania and Kosovo is a priority. He also noted that regional collaboration among Albanians can create more opportunities, enhance stability, and bring hope to young people. He added that the region needs a more unified and coordinated market. This approach could make the area more attractive for investments and joint development projects.

Finally, Begaj said that European integration remains the most sustainable path for long-term development. He explained that integration can also address some root causes of emigration, providing the region with stability and growth opportunities.
