EU: Normalization of Kosovo–Serbia Relations the Only Path to European Progress

Following yesterday’s elections in Kosovo, the European Union welcomed the process and called for the rapid formation of state institutions. At the same time, it urged Kosovo to speed up European reforms.

In a joint statement, EU foreign policy chief Kaja Kallas and Enlargement Commissioner Marta Kos praised the elections. They highlighted the active participation of all communities and their political parties.

Moreover, Kallas and Kos said the elections demonstrated a strong commitment to democratic principles.

After the political deadlock that followed the February 2025 elections, the EU officials said they expect the swift formation of the Assembly and a new government. They added that the EU stands ready to continue close engagement with the authorities.

Furthermore, they stressed that the new government must intensify efforts on long-needed EU-related reforms.

In addition, the EU representatives urged the Assembly, once constituted, to ratify agreements linked to the Growth Plan. This plan serves as the EU’s time-limited instrument for the Western Balkans for the 2024–2027 period. They said ratification will allow Kosovo to fully benefit from the plan and improve the well-being of its population.

At the same time, Kallas and Kos underlined that the normalization of relations between Kosovo and Serbia, facilitated by the EU, remains the only way for both sides to advance on their European paths. They called on both parties to fully implement all obligations from the Agreement on the Path to Normalization and all previous dialogue agreements, without delays or additional conditions.

Finally, they noted that the EU continues to move forward with lifting measures against Kosovo. They confirmed that the EU has already disbursed €216 million in financial assistance following the regular transfer of local governance after the latest local elections. They also said the EU plans to disburse an additional €205 million at the beginning of next year.
