Albanian Parliament Approves New Law to Prevent Domestic and Gender-Based Violence, Includes Digital Abuse

The Albanian Parliament approved the law “On the Prevention and Protection from Violence against Women and Domestic Violence”, an initiative of the Ministry of Health and Social Welfare. The law received support from UNDP and UN Women in Albania.
The law provides a comprehensive framework to protect women and families from all forms of violence. It reflects the state’s commitment to safeguard the life, dignity, and security of women, girls, children, the elderly, and persons with disabilities.
It establishes strong legal and institutional measures to ensure victim protection goes beyond declarations. The law addresses prevention, support, and rehabilitation of victims, and it holds perpetrators accountable to break the cycle of violence.
For the first time, the law includes measures for the online environment, clearly defining responsibilities for digital platforms. It also strengthens a victim-centered approach by banning mediation and introducing personalized protection measures based on individual risk assessments.
The law creates a new framework for protection orders and strengthens the role of the Police. It improves institutional coordination through a consolidated data system. The law emphasizes prevention, training, and the involvement of non-public actors. Implementation will follow a planned and controlled transition to ensure effective enforcement of new measures.
