Kosovo rapporteur in the European Parliament: Parties urged to form coalition quickly and ensure a functional government

Riho Terras, the European Parliament rapporteur for Kosovo, said that Kosovo has lost a full year due to continuous elections and campaigns. As a result, he said this has slowed progress toward the European Union.
He urged Kosovo to form a government quickly. In addition, he stressed the need to start reforms without delay. He also called on political parties to overcome divisions and build a stable coalition.
“In my view, the priority is a functioning government that can act quickly and implement reforms,” Terras said on Klan Kosova.
Despite political blockages, he said Kosovo remains on a good path toward the EU. Moreover, he noted that EU officials, including Enlargement Commissioner Marta Kos, have visited Kosovo with a consistent message about the need for stable governance.
However, he pointed out a key challenge. Five EU member states still do not recognize Kosovo. Therefore, he called for stronger engagement with them.
In his view, the European Commission should grant Kosovo candidate status and open accession talks. He argued this would send a positive signal even to non-recognizing states.
Terras also said the security situation has improved. After meeting KFOR leadership, he stated that stability has increased and conditions for cooperation are in place.
Finally, he urged both Kosovo and Serbia to move beyond conflict. He said the EU should mediate actively, but both sides must ultimately resolve their differences themselves.
