Albania collected 4.7 billion euros in tax revenue in 2025, waived 450 million euros in 2026

Albania’s Tax Administration collected more than 4.7 billion euros in revenue in 2025, up 11.8% from the previous year. Tax Administration Director General Ilir Binaj presented the figures today to the parliamentary Committee on Civic Initiatives, Cooperation and Institutional Oversight. He said the administration’s priorities included higher collection efficiency, risk analysis and control, digital services, and alignment with European Union requirements. The administration used artificial intelligence and advanced data analysis to identify sectors at higher risk of non-compliance and tax evasion.

Binaj said the Tax Administration also increased value-added tax refunds to 262 million euros in 2025, up 13% from the previous year. Around 327,000 personal and corporate income tax returns were filed for the 2025 tax year, which ended on March 31, 2026. For the first time, taxpayers received pre-filled personal income tax returns. The process helped save taxpayers thousands of hours of work. Around 40,000 individuals received refunds totalling about 6.5 million euros. Meanwhile, the administration waived around 450 million euros in tax liabilities through August 31, 2026.

In addition, Binaj said the administration had introduced a fully digital process for reimbursing farmers. By August 31, it had received around 4,104 applications. Authorities had approved 2,906 applications, while 1,016 remained under review, involving a total value of 10 million euros. Binaj said digital transformation aimed to reduce paperwork and simplify services. He added that the administration was also aligning domestic legislation with the European Union acquis under Chapter 16 and strengthening cooperation with tax administrations in other countries.
