Energy Efficiency Agency Director Ani Hasa said the agency has achieved 65% of its energy efficiency targets. Buildings recorded the highest performance, with 94% target achievement. During a parliamentary hearing, Hasa said the agency had taken several steps since late 2019 to promote energy efficiency and establish a specialized body of energy auditors.

Hasa said Albania currently has 100 building energy auditors, 150 energy managers and 11 auditors for industrial installations. Meanwhile, he said the agency focuses on aligning its work with European legislation and renovating residential and public buildings. The agency carries out some renovations through pilot projects, depending on available funding. In addition, it prepares and monitors policies and programs for efficient energy use in residential services, industry and agriculture.

Hasa said the agency focused in 2025 on energy efficiency policies and support schemes for solar energy. He identified two laws as the main pillars of its work: the 2015 Energy Efficiency Law and the Energy Performance of Buildings Law, adopted in July 2025. Hasa also said the agency had completed the draft secondary legislation under the new law. He added that buildings reached 94% target achievement because residential buildings account for 38% of energy consumption.
