New Tirana-Durrës-Airport rail service moves closer to launch

Infrastructure and Energy Minister Enea Karakaçi said the Tirana-Durrës-Rinas Airport (TIA) rail project forms part of a broader railway modernisation programme.
He spoke during a consultation with major international companies on the Public Service Contract for passenger rail transport on the corridor. The project includes rehabilitation of the existing line. It also includes a new airport connection, station construction and electrification. Rehabilitation and station works are nearing completion. Electrification is expected to finish by the end of 2027.
Meanwhile, the contract will establish the framework for passenger services. It will define public service obligations and service standards. It will also set operator responsibilities and the compensation mechanism. A competitive procedure will select the operator.
The contract will cover timetables, rolling stock, financing and maintenance. It will also address ticket revenue and performance requirements.
Karakaçi said the government wants a punctual, safe and reliable service. He said market consultation will help identify solutions for rolling stock, financing and maintenance. International and private operators can also provide expertise and support knowledge transfer to Albanian railway staff.
The minister described the contract as a key link between new infrastructure and modern passenger services.
