EU policy review sets stage for Albania’s membership roadmap

The European Commission has unveiled its “Pre-Enlargement Policy Reviews”, setting out reforms to EU institutions, governance and safeguards ahead of the next enlargement wave. The review confirms that EU internal reforms and candidate countries’ progress will move forward in parallel. It also foresees a specific roadmap for Albania’s membership in the 2026 Enlargement Package.
The EU will apply its “Integration by Design” approach as it prepares future policies and the 2028–2034 Multiannual Financial Framework. The review also proposes stronger rule-of-law safeguards, tighter financial conditions and clear rights for future members. Meanwhile, the “Gradual Integration” model could give Albania earlier access to key EU sectors and programmes, including cybersecurity, military mobility, SEPA and trans-European energy networks.
The Commission says the approach will strengthen European security, stability and economic integration. Albania will continue implementing reforms and meeting the required criteria as it works towards full EU membership within this decade.
