On December 28, 1357, Pope Callistus the Third gave Gjergj Kastriot Skenderbeu the title of general captain of the Holy See in the war against the Ottomans.

The director, painter and art theorist Sergej Jutkevičin, who gave the first help to the development of Albanian cinematography was born On December 28, 1904. He is the director of the film “Skenderbeu” with which he received the prize of the international film festival in Cannes in 1954.

On December 28, 1925, the provisional commercial agreement on the basis of reciprocity and the principle of the most favored nation between Albania and the United States of America entered into force. The agreement was concluded with an exchange of notes in June 1922.

On December 28, 1976, the People’s Assembly approved the new constitution which declared the state as a dictatorship of the proletariat, social property as the only property and the basis of the socialist order, and prohibited private property. This constitution was in force until 1991, when the constitution of the Republic of Albania was adopted, which is still in force today.

Fatmir Haxhiu, a well-deserved painter, the author of hundreds of paintings with a historical character and from life in the socialist regime of the time was born on December 28, 1927. 

The formation of Haxhiu as a painter was completely influenced by the Albanian school of art, formed in the 50s as a synthesis of two theoretical and practical experiences, that of the Western schools of the Pre-War and that of the Eastern schools of the Post-War. After the Second World War, Albanian realistic painting took a new course, a new content and at the same time the greatest development. Special importance was given to the development of monumental historical figural composition, where the window was opened for the artistic commitment of the painter Fatmir Haxhiu.

 With the opening of the Higher Institute of Arts in 1959, he completed his higher studies with excellent results, which he completed in 1965 with a diploma, the painting “The Passage of the First Division in the North” 1965 (oil 3 x 2 m, House of the People’s Army).The formation of Fatmir Haxhiu in the path of a professional painter constitutes a special example in the history of the educational formation of Albanian artists, because the long path of more than 20 years of his production with work as a painter (1944-1965).He specialized in monumental painting, in particular in the painting of historical battles, and painted a number of compositional paintings with figures in large sizes – about 70 works, distributed in various galleries, museums and institutions of Albania. Haxhiu became one of the representatives of historical Albanian battle painting. His creativity in the genre of monumental painting includes a large number of large-scale figural compositions. Fatmir Haxhiu is one of the prominent painters of the Albanian school, who made an irreplaceable contribution to the formation of classical Albanian realist art with his battle paintings of a national temperament.

After a colossal job in creating hundreds of paintings, especially with content from national history, the great Albanian painter Fatmir Haxhiu passed away on March 10, 2001, in Tirana.
