Rama calls for greater family support to address violence involving minors

Prime Minister Edi Rama has called for a broader approach to addressing violence involving minors, stressing that punishment alone cannot solve the problem. He said authorities must also support vulnerable children and their families and help young people reintegrate into society.

Speaking at a meeting of the National Council for the Rights and Protection of Children on October 30, Rama said authorities should treat minors not only as individuals responsible for their actions but also as children who may need guidance and support.

He stressed the importance of identifying and addressing the influences that expose young people to violent behaviour and attitudes that undermine respect for others and peaceful coexistence.

Rama said Albania had studied how other European countries, including France and Italy, deal with violence involving minors. He also referred to administrative and financial penalties for parents when their children cause damage.

However, he underlined that punishment should not become the only response. While the state must protect public safety and enforce the law, its responsibility towards minors must continue beyond any legal measures.

“The mission begins there,” Rama said, referring to the need to support children after they face legal consequences.

The prime minister also called for stronger assistance to families, particularly those facing economic and social difficulties.

He highlighted several government measures, including social and health insurance subsidies for unemployed mothers who raise minor children and serve as the heads of their households. However, he acknowledged that these measures alone were not enough.

Rama also announced that the new state budget would transform the existing baby bonus into a regular monthly support scheme for families with children. The measure aims to strengthen household incomes and provide more consistent assistance to parents.

In addition, the government plans to more than double financial support for university students from disadvantaged families. According to Rama, the assistance will reach half the level of the minimum wage.

He concluded that the growing challenges facing young people require a broader social response. This approach, he said, must strengthen family support, encourage positive social interaction and address the factors that contribute to violence.
