After Constitutional Court Ruling, KDI Urges Immediate Resumption of Parliament Formation

The Democratic Institute of Kosova (KDI) said today’s full ruling by the Constitutional Court is an important step toward restoring constitutional and institutional order. It is key for forming the Kosova Assembly.
According to KDI, the Court clarified the constitutional limits of the constitutive session. It also confirmed that actions and sessions held after June 26 violated the previous ruling KO124/25.
KDI called on the presiding officer, Avni Dehari, to resume the constitutive session immediately. He must ensure obligations from the ruling are met. The largest parliamentary group should propose a candidate for Assembly Speaker and conduct an open vote. This is a clear duty that leaves no room for political delays or procedural interpretations.
The institute also urged all parliamentary parties and deputies to act according to their mandate and constitutional responsibilities. They must ensure the Assembly functions as a core democratic institution.
KDI emphasized that the Assembly must return to operation without further delay. Formation cannot remain blocked by political calculations or attempts to reinterpret the Court’s decision.
Kosova entered a political crisis after failing to form new institutions since the February 9 parliamentary elections. The process stalled at the vote for Assembly Speaker. Vetëvendosje proposed Albulena Haxhiu, but she did not receive the required 61 votes.
