Albania and Kosova, with the highest percentage of households with internet in the region

Nearly 91 percent of Albanian families had access to the Internet according to INSTAT data, which date back to 2021.
Albania, together with Kosova, ranks first in the Balkan Region for the high percentage of families with internet access. The comparison is also based on access via phone. In this direction, Albania has taken steps forward, as a few years ago it ranked last in the Region for the presence of the Internet in family units.
Other official data from AKEP show that only 76 percent of Albanian families have broad-based Internet access. Digital infrastructure is now as important as physical infrastructure across the globe. In Albania, this is necessary because the Albanian government has transferred almost 95 percent of public services to the Internet, as it is advancing further.
Albania ranks well in the spread of the Internet, but Albanian citizens, together with those of Kosova, have the weakest basic knowledge in the region. Again according to Eurostat data, only 20 percent of Albanian citizens have basic knowledge of digitization, leaving behind only Kosovo with 13%. The citizens of Montenegro with 38%, Bosnia with 29%, Serbia with 29% and North Macedonia with 26% have the highest knowledge of digital skills.
Broadband Internet access and the population’s knowledge of using digital infrastructure are indicators of progress.
The situation in the Western Balkans, compared to the 27 EU-27 countries, shows that there is still room for improvement even though digital transformations have shown growth over the years. Other more detailed data from INSTAT show that the share of the population over 55 years old are unable to use online platforms for public services. By 2022, only 6% of the population over 55 had been able to download e-government documents during a calendar year. Digital services are advancing rapidly all over the world, partially or completely replacing many professions. Special studies for the Western Balkans have shown that there is still a weak link between school systems and digital programs.
In Albanian schools, teaching is done using the classical method and most schools in the country do not have internet and do not offer lessons adapted from these platforms.
