Albania shifts from reform implementation to measurable results

State Agency for Strategic Programming and Aid Coordination (SASPAC) Director General Eridana Çano said Albania is strengthening institutional readiness for a new phase of European integration. She said the country is moving from implementing reforms towards delivering measurable results.
Çano also serves as National Coordinator for the Reform and Growth Facility (RGF). She spoke at the Tirana Connectivity Forum 2026 alongside Bojan Vujovic, Montenegro’s National Coordinator for the Reform Agenda. Çano said two years of implementing the facility have shifted the focus from activities to measurable results, evidence, institutional accountability and independent verification. For the third official reporting package, Albania has assessed 38 reform steps as completed. The steps link to around 215 million euros in financing.
Meanwhile, Çano said total disbursements from the two previous reporting packages, together with pre-financing funds, have reached 212.8 million euros. She said the message for future European Union instruments was clear. Albania needs greater coherence, predictability and flexibility, while maintaining non-negotiable standards for results and accountability.
