Albania Supports Kosova in Managing Seized and Confiscated Assets

Albania’s Agency for the Administration of Seized and Confiscated Assets (AAPSK) hosted a two-day visit from its Kosovar counterpart to boost cooperation in managing illegally sourced assets and returning them to public use.
The two agencies exchanged work models, practices, and experiences to improve procedures, strengthen transparency, and explore new ways to reuse confiscated assets for social benefit.
The Kosovar delegation visited a social enterprise in Elbasan, set up on confiscated property. It now serves as a job and inclusion center for the local community. The project shows how illegal assets can turn into opportunities for those in need.
AAPSK Director Risena Xhaja said the visit proves that cross-border institutional trust brings real results. She confirmed that both agencies will soon sign a new cooperation agreement.
Kosova’s Acting Director Alban Sutaj said the visit offered valuable models, especially for social projects. He pledged to build similar structures in Kosova and called the upcoming agreement a strong base for long-term cooperation.
Both sides agreed to finalize the deal, which will include data exchange, joint action on cross-border cases, and support in shaping policies on transparency and social reuse.
This step aims to create a stable regional model for turning criminal assets into resources that serve the public good.
