Albanian Prime Minister Edi Rama Appoints World’s First AI-Generated Minister for Public Procurement

Albanian Prime Minister Edi Rama today named an AI-generated virtual minister, making history as the first country to appoint a non-human official responsible for public procurement.
Rama introduced the new cabinet at the Socialist Party assembly following their landslide win in May’s parliamentary elections. He announced, “Her name is Diella.”
“Diella is the first government member who exists solely as artificial intelligence,” Rama said. “She will manage all decisions related to public procurement tenders.”
“This isn’t science fiction—it’s Diella’s real duty,” he added, highlighting that the AI minister will evaluate bids and has the power to recruit talent worldwide.
Launched in January as an AI-powered virtual assistant, Diella helps citizens use the e-Albania platform, which delivers official documents and government services.
So far, Diella has processed 36,600 digital documents and provided nearly 1,000 services, according to official data.
After securing a fourth term, Rama plans to present his new cabinet to parliament soon. Albania focuses on fighting corruption—especially in civil service—as it speeds toward EU membership. Rama targets EU accession for Albania by 2030.
