Borrell: Kosova and Serbia Urged to Commit to Dialogue, Achieve Comprehensive Agreement Without Delay

Josep Borrell, the European Union’s chief diplomat, during a meeting with Serbia’s Foreign Minister Marko Duric in Brussels, talked also on the dialogue between Kosova and Serbia.
Borrell, representing the EU, emphasized the importance of both Kosova and Serbia engaging in a dialogue facilitated by the EU with confidence and a spirit of compromise. He urged them to swiftly reach a comprehensive, legally binding agreement to normalize relations in line with the EU’s legal framework and international law.
“The EU expects Kosova and Serbia to prioritize progress in implementing the Agreement for the normalization of relations,” stated Borrell, highlighting that the European paths of both Kosova and Serbia hinge on dialogue.
The dialogue, mediated by the EU since 2011, culminated last year in the Agreement for the normalization of relations, an 11-point accord that includes provisions for self-governance for Kosova Serbian community and mutual recognition of state symbols. It also mandates the implementation of all previous agreements reached during the dialogue.
Despite not being signed due to Serbia’s objections, the EU regards this agreement as legally binding for both parties, yet its full implementation has not commenced.
Serbia, despite being Russia’s ally and not imposing sanctions on Moscow, has supported some United Nations resolutions condemning Russia’s actions in Ukraine.
“Serbia’s support for these resolutions and its assistance to Ukraine are acknowledged by the EU,” the bloc added.
