CoE, two historic days in Strasbourg for Kosovo

Monday and Tuesday are two historic days for Kosovo, as the European Council will vote on Dora Bakoyannis’ report on Kosovo’s application to the Council, and there will be votes in committees and in the Parliamentary Assembly.

The voting process will be challenging, as some countries like Spain and others have openly refused Kosovo’s accession.

On Monday, April 15, 2024, from 14:00 to 15:15, the Committee on Equality and Non-Discrimination, at the fourth item on the agenda, will discuss the report on Kosovo’s application to the PAEC. Also, on the same day, in the Committee on Legal Affairs and Human Rights, there will be a discussion on the report on Kosovo’s application to the PAEC.

On Tuesday, April 16, 2024, the Parliamentary Assembly meeting will be held. This spring session of the Parliamentary Assembly of the Council of Europe is of historical importance. On this day, around 16:00, there will be a debate on Kosovo’s application to the Council of Europe. This session will discuss Dora Bakoyannis’ report, which needs to receive 2/3 of the votes from present members. The Parliamentary Assembly has 46 member states with a total of 302 members plus 306 substitutes.

There are 34 states that have recognized Kosovo, while 14 have not. If the vote is successful, the same report will be processed by the Committee of Ministers, a meeting that will be held on May 16 and 17, 2024. Also, on Tuesday from 10:30 to 12:30, the Committee on Political Affairs and Democracy, in room 9, will discuss the consultative report on Kosovo’s application to the Council of Europe, which will be presented by the rapporteur for Kosovo, Bakoyannis.

This meeting will also present two other reports from the two committees that have assisted in drafting the consultative opinion. The voting process as a whole will be challenging, as some countries like Spain and others have refused the accession.
