Corridor VIII: A key artery for regional integration

Corridor VIII is one of the most important infrastructure projects for regional integration. It aims to connect the Adriatic and Black Seas by linking Durrës and Vlorë with North Macedonia and Bulgaria. The project started in the 1990s as a regional initiative and later became part of the EU’s TEN-T core transport network.

Progress continues both on roads and railways. On the road side, construction on the Elbasan–Qafë Thanë segment has moved forward steadily. The Albanian Road Authority confirms that Lot I is complete, while Lots II, III, and V are expected to finish within the year. These lots stretch from Labinot-Fushë to Librazhd. Moreover, Lot V includes a double tunnel beginning after the Murrash Bridge and linking directly with Lot III. In total, eight contracts cover 26 kilometers of this axis.

Meanwhile, the Elbasan–Rrogozhinë segment is also advancing. Six additional lots should finish by the end of 2026, completing about 20 kilometers of the 40.7-kilometer route. Once complete, the road will meet Category B interurban standards with two lanes in each direction and a speed limit between 90 and 140 km/h. However, several portions still await tendering. The section from Xhyrë to the North Macedonian border remains uncontracted, while the Peqin section, which connects to the Adriatic–Ionian Highway, still needs procurement. In addition, engineers plan to build the Elbasan bypass to link both construction fronts.

On the rail front, modernization work is progressing in parallel. The Durrës–Rrogozhinë line is the closest to realization. It has secured 120.5 million euros in financing through an EU grant of 60.5 million euros and loans from the European Investment Bank and the European Bank for Reconstruction and Development. The rehabilitation and electrification of the 33.5-kilometer railway should finish by 2028. As a result, train speeds will reach up to 120 km/h, aligning operations with EU standards.

Furthermore, the Rrogozhinë–Pogradec railway, which extends for 120.3 kilometers, is in the detailed design phase. The Western Balkans Investment Framework is funding this stage, scheduled to conclude by March 2027. Afterward, Albania will apply for construction grants and loans to start the building phase.

In total, Corridor VIII in Albania covers 153.8 kilometers of railway and a growing network of modern roads. The project will reduce transport costs, increase safety, and lower emissions. Moreover, it will strengthen trade and connectivity across the Western Balkans. Finally, it will position Albania as a key link between the Adriatic and Black Seas, creating a reliable multimodal corridor that connects Europe’s southern routes.
