EU Calls for Swift Formation of Institutions in Kosovo

First, EU foreign policy chief Kaja Kallas urged the rapid formation of institutions after the December 28 elections. She also said she welcomes direct engagement with Kosovo’s official authorities.

Next, Kallas confirmed that the European Union is moving forward with lifting measures against Kosovo. In this regard, she said the EU has already disbursed €216 million in financial assistance after the regular transfer of local governance following the latest local elections. She added that the EU plans to release an additional €205 million at the beginning of next year.

Meanwhile, in a statement issued today, Kallas stressed that the new government must double its efforts on long-needed EU-related reforms. She also noted that the electoral process demonstrated a strong commitment to democratic principles.

Furthermore, Kallas addressed the future Assembly. She called on it to ratify agreements linked to the Growth Plan immediately after its formation.

In addition, she explained that the Growth Plan for the Western Balkans is a time-limited instrument for the 2024–2027 period. Therefore, she said swift ratification will allow Kosovo to fully benefit from the plan and improve the well-being of its population.

At the same time, Kallas underlined that normalizing relations between Kosovo and Serbia remains the only path for both sides to advance in their European integration.

Finally, she said the EU expects both parties to fully implement all obligations from the Agreement on the Path to Normalization and all previous dialogue agreements, without delays or additional conditions. She also reaffirmed readiness to convene a high-level political meeting as soon as conditions allow, RTKLive reported.
