EU Report on Kosova, the situation in the north remains challenging; the electoral process needs to strengthen

The situation in the farthest north of Kosova is considered challenging in the latest EU report on human rights. The document states that the resignation of Serbs from public institutions has negatively affected the security, the rule of law and the Justice system, including attacks on the media.

“The mass resignation of Kosova Serbs from public institutions and the subsequent establishment of roadblocks, negatively affected the security situation and the rule of law in the northern region, where the Justice system and the police function with reduced capacities,” the report states.

Among other things, the report underlines the need to improve and strengthen electoral processes.

“Kosova’s electoral process still needs strengthening to address weaknesses throughout the electoral cycle, as identified by EU Election Observation Missions, and more recently by the EU Election Monitoring Mission, based in Kosova in November 2022.”

The report also laid emphasis in the dialogue process. In respect to Kosova, this process looks regular, both in technical and political aspects.

“The EU continues to facilitate dialogue for the normalization of relations between Kosova and Serbia. There have been repeated crises in relations between the two countries during 2022 and the situation on the ground remains fragile,” the report states.

The report also makes mention of Kosova’s application for membership in the European Union and the Council of Europe.
