Extraordinary Kosova Assembly Session to Elect New Government

TIRANA, November 19 – The Assembly of the Republic of Kosova will hold two extraordinary plenary sessions today. The sessions will review several key bills and vote on the new government.
President Vjosa Osmani mandated Glauk Konjufca from the Vetëvendosje [Self-determination] Movement on November 4 to form the new executive. Konjufca will present a program to 120 MPs and introduce the cabinet, which requires at least 61 votes to pass.
Konjufca said he seeks parliamentary support without forming a coalition. He aims to avoid December elections and maintain the executive at least until April, when the new president must be elected.
Meanwhile, Vetëvendosje leader Albin Kurti said no coalition is possible with other major Albanian parties. Kurti added that these parties created a “hybrid hatred” toward him. He confirmed he will serve as deputy prime minister and minister of Foreign Affairs and Diaspora.
Kurti had proposed Konjufca for the cabinet on October 26, but failed to secure 61 votes. He received a mandate from Osmani on October 11.
According to the constitution, the first mandate for prime minister goes to the largest party. Osmani stated that no other major Albanian party proposed a candidate. If a second mandate exists, the president must appoint the candidate.
Vetëvendosje (Self-determination] Movement won the February 9 elections but lacks sufficient seats to form a government independently. The Democratic Party won 24 seats, the Democratic League 20, the Alliance for the Future of Kosovo five, and the Social Democratic Initiative three. The Serbian List holds nine seats, and one seat belongs to Nenad Rashic’s party. Representatives of other minorities hold ten seats.
