German Embassy Supports Civil Society Protest: Kosovo Needs a Functional Parliament

The German Embassy in Kosovo has expressed its support for today’s civil society protest, triggered by continued delays in forming the ninth legislature—more than four months after the elections.

In a social media post, the embassy emphasized that Kosovo needs a functional Assembly, an elected Speaker, and a government that delivers for all its citizens.

“We echo the strong message of civil society: Kosovo needs a functioning Assembly, an elected Speaker, and a government that works—for everyone. As Ambassador Rohde has repeatedly stated: the country comes first, party politics second. It is the collective responsibility of all MPs and elected parties to show leadership, engage in meaningful dialogue, and seek compromise in the spirit of the Constitution. Democratic mandates come with accountability. Let’s move forward—for stability, for progress, and for the people,” the embassy wrote.

Today marked the 38th failed attempt to constitute the Assembly, as Vetëvendosje, Guxo, and Alternativa continue to lack the necessary votes to elect Albulena Haxhiu as Speaker.

Meanwhile, the AAK parliamentary group has submitted to the Constitutional Court a request for interpretation of the secret voting method proposed by Vetëvendosje, Guxo, and Alternativa.

The 38th continuation of the constitutive session is scheduled for Friday, June 27, 2025, at 11:00 AM.
