KFOR Commander: Dialogue is Key to Lasting Peace

The Commander of NATO’s peacekeeping mission in Kosovo (KFOR), Major General Enrico Barduani, has stated that despite the ongoing political blockade in Kosovo, there is no immediate threat to security. In an interview with Radio Free Europe, Barduani emphasized that KFOR remains fully prepared to respond to any attempts to destabilize the situation.

He noted that while electoral periods may create opportunities for external actors with malicious intent, the current developments are seen by KFOR as part of a normal democratic process. “KFOR is not concerned,” Barduani said. “We are well-equipped and positioned to face any potential security threat.”

Over a month after the certification of the February 9 elections, Kosovo has yet to establish new governing institutions. Eleven attempts to constitute the Assembly have failed, preventing the formation of a new government.

Speaking about the broader security landscape, Barduani recalled two major incidents in northern Kosovo: the armed attack in Banjska in September 2023, and the assault on the Ibër-Lepenc water canal in November 2024. He highlighted NATO’s rapid response to the 2023 violence, when an additional 1,000 troops were deployed to reinforce KFOR’s presence, particularly in the north.

“The situation remains calm but sensitive to sudden escalation,” he warned, pointing to the unresolved issues and lack of progress in the EU-mediated dialogue between Pristina and Belgrade.

Kosovo institutions blamed Serbia for the Ibër-Lepenc incident, an allegation Serbia denied. Barduani declined to speculate about future attacks but underlined KFOR’s readiness: “We maintain a rapid, flexible, and visible presence throughout Kosovo, and are ready to act if needed.”

He stressed KFOR’s close cooperation with the Kosovo Police and the EU’s Rule of Law Mission in Kosovo (EULEX), including joint patrols and training exercises. Effective communication, particularly during operations in the north, is crucial to prevent misunderstandings and unnecessary escalation.

Relations with the Serbian Armed Forces were described as stable and transparent, with regular contact ensuring proper monitoring along the administrative boundary.

However, Barduani emphasized that military presence alone cannot ensure lasting peace.

 He voiced full support for the EU-facilitated dialogue and welcomed the appointment of Peter Sorensen as the EU Special Representative, urging both sides to show flexibility and focus on long-term benefits.

Major General Enrico Barduani concluded by reaffirming support for Kosovo’s Euro-Atlantic aspirations and encouraging all actors in the Western Balkans to reject violence and embrace diplomacy and compromise.
