Kosova fails to elect president, new elections expected

TIRANA, April 28 – The Assembly of Kosova did not elect a president during an extraordinary session that ended on Tuesday at midnight. The process therefore moves toward new elections within 45 days, as required by the Constitutional Court.
Political groups continued discussions on 27 April, but they did not reach agreement. Opposition parties did not attend the session after negotiations with the Self-Determination Movement failed.
On the same day, the Self-Determination Movement changed its candidate list. It withdrew Glauk Konjufca and Fatmire Mulhaxha Kollçaku. It then nominated Feride Rushiti and Hatixhe Hoxha. The opposition rejected the procedure and stayed out of the voting process.
Prime Minister Albin Kurti, who leads the Self-Determination Movement, held separate talks with the Democratic League of Kosova and the Democratic Party of Kosova. He asked them to support a broader solution and proposed non-party candidates. Both parties rejected the proposals and kept their positions.
The process began on 5 March. The Assembly opened a vote on Konjufca and Kollçaku. Lawmakers suspended the session due to lack of quorum. On 6 March, former president Vjosa Osmani issued a decree for new elections. The Constitutional Court later reviewed the situation and set 28 April as the deadline.
Osmani ended her mandate on 4 April. The Speaker of the Assembly took over as acting president. Political leaders continued consultations during this period, but they did not reach a compromise. The Constitution requires a two-thirds majority in the first two rounds or 61 votes in the third round. It also requires sufficient attendance for the vote to proceed.
