Kosova Government Formation: Constitutional Court’s Interim Measure Ends Today

Tirana, September 30 – Politics in Kosova is counting the final hours before the interim measure ends. The Constitutional Court imposed the measure on September 5.
The measure stopped MPs from taking actions or making decisions. It also blocked procedures to form the new government. The court acted after separate votes for Deputy Speaker candidates from minority communities raised constitutional concerns.
The Serb List filed a complaint with the Constitutional Court. They did so after Assembly Speaker Dimal Basha declared the legislature constituted. The Serb Deputy Speaker had not been elected yet.
On August 30, Speaker Basha announced the Assembly’s constitution. None of the Serb candidates received enough votes. Earlier, Emilija Rexhepi from the Bosniak community was elected Deputy Speaker.
The Vetëvendosje (Self-Determination) party insists that the Assembly is fully constituted. Other parliamentary parties oppose the decision.
The party that won the February 9 elections criticized the Constitutional Court’s announcement. It has authorized Albin Kurti to form the new government.
