Kosovo, EU Push Forward Economic and Fiscal Dialogue

Kosovo and the European Commission held the seventh SAA Subcommittee meeting in Brussels. They discussed economic and financial developments, statistics, and public financial control.
Officials exchanged views on GDP growth, inflation, the labor market, and the external sector. Kosovo presented its fiscal policies, including risk assessments and the delayed 2026 budget. The EU stressed the need to maintain macro-fiscal stability and respect spending and deficit limits.
The sides reviewed recent developments in the banking and insurance sectors and the free movement of capital. They also discussed key structural reforms in business conditions, energy, and privatization.
Talks included progress on the Law on Sustainable Investment and the creation of new agencies for investment, exports, and enterprise support. Both sides noted improvements in private-sector development, foreign investment, legislation, and financial stability.
In the statistics field, participants agreed that reliable, high-quality data is essential for evidence-based policymaking. They emphasized strengthening the Kosovo Agency of Statistics, especially for the upcoming Agricultural Census.
Discussions on financial control focused on internal public financial management, public administration reform, and the need to improve internal audit capacity and reporting transparency.
The Stabilisation and Association Agreement provides the framework for technical and policy dialogue between Kosovo and the EU. Its committees and subcommittees monitor reforms, guide Kosovo’s progress, and identify areas where the EU can offer support.
