Kurti takes the initiative to stabilize the situation in the North, Borrel: We expect Kosova to take further positive steps

On July 10, Kosova and the EU reached an agreement of 4 points, regarding the first steps to be taken towards the de-escalation of the situation in the north of Kosova.

This was reinforced on Wednesday also by the Prime Minister of Kosova, Albin Kurti, who declared that there will be a shift of the police presence from the municipal facilities, since according to him, “the situation during the last two weeks appears calmer”.

“The Government of Kosova publicly announces its readiness for the de-escalation of the situation. This also means the immediate reduction of 25% of the police officers who are inside the municipal buildings. They will be moved somewhere else” – emphasized Kurti.

Regarding these developments, the head of European diplomacy, Josep Borrel, has also reacted through a post on Twitter. Borrel writes that he has welcomed Kosova’s commitment to the agreement, which takes the first steps towards de-escalation.

“We expect that Kosova will take further positive steps and continue to progress in this direction. We will continue to work for the EU-facilitated dialogue with the parties,” Borrel writes.

Kosova-EU, 4 agreed points:

  • The government of Kosova publicly shows its readiness to contribute to the de-escalation of the situation and not to take actions that could escalate the situation in the north of the country. This includes an immediate 25% reduction in police presence in and around municipal buildings.
  • The Kosova Police, together with EULEX and KFOR, will assess the security situation as needed, in particular to look at the possibility of further reducing the police presence in and around municipal buildings.
  • The Government of Kosova, through a public statement, supports the holding of early elections in the 4 municipalities in the north of the country and those after the summer season. Kosova expresses its commitment to ensure the necessary legal basis to enable the organization of these elections.
  • The EU will invite the two chief negotiators to Brussels with the aim of finalizing the sequencing plan for the Agreement towards Normalization, after which the implementation of all the articles of the agreement will begin. The above-mentioned actions will be finalized within a two-week period.
