Lajçak: No Prishtina-Belgrade agreement, without forming the Union of Serbian Municipalities in Kosovo

The EU’s special envoy for the dialogue between Belgrade and Prishtina, Miroslav Lajçak, has stated that there will be no agreement between the two countries if the Union of Serbian Municipalities in Kosovo is not formed.

Lajcak emphasized that everything that was agreed upon before must be fulfilled and that, according to him, the ZSO must be built according to the model that was agreed upon in 2013 and 2015.

“Everything that has been agreed must be fulfilled, it has not been fulfilled for ten years, this time it will be, because we will not have an agreement without the community and without a guarantee that it will be decided this time”, said Lajçak.

His statement comes after two visits he made to Kosovo and Serbia, where he met with Prime Minister Albin Kurti and President Aleksandër Vucic.

The document of 11 articles that was made public by the European Union does not specifically mention mutual recognition, which the Government of Kosovo has said should be at the center of an eventual agreement for the normalization of relations.

However, in Article 2 of the proposal, it is mentioned that the parties must respect each other’s independence, sovereignty and territorial integrity. The proposal also includes the commitment of the parties to respect all the agreements reached so far in the dialogue for the normalization of relations, as well as their commitment not to hinder each other in the integration processes.

On March 9, Lajcak said that he had constructive and very important talks with Kurti on the implementation of the Agreement, and added that the meeting had met his expectations.
