OSCE Chair Valtonen Urges Kosovo Assembly to Follow Constitution

OSCE Chairperson-in-Office and Finnish Foreign Minister Elina Valtonen said Tuesday she hopes Kosovo’s Assembly formation process will continue in line with the country’s Constitution.

During her official visit to Pristina, Valtonen stressed that strengthening inter-community relations remains a priority for the OSCE.

Kosovo has yet to form new institutions eight months after the February 9 elections. The Constitutional Court has frozen all parliamentary actions until September 30, following a complaint by the Serb List. The dispute began when newly elected Speaker Dimal Basha closed the constitutive session without electing a Serb deputy speaker.

Valtonen welcomed the election of the new speaker and expressed hope that a government will soon be formed to ensure continued cooperation. Asked why she did not meet acting Prime Minister Albin Kurti or Foreign Minister Donika Gërvalla, she avoided comment but underlined the need to resolve the political deadlock.

She also highlighted the importance of implementing agreements from the Kosovo–Serbia dialogue. Earlier in the day, she met President Vjosa Osmani and civil society representatives, discussing good governance and the protection of minority rights.
